Edward Putman raped the pregnant 17-year-old in 1991 and won the huge Lottery jackpot in 2009 using what is now believed to be a fake ticket
Putman, now 51, served a jail sentence for raping the pregnant 17-year-old before he won a £2.5 million jackpot in 2009.
The Gambling Commission now say it is “more likely than not” that this winning ticket was fraudulent.
But police who investigated the 51-year-old on suspicion of fraud released him without charge.
Putman’s best friend Stephen Warner now claims the builder had a fake £2.5 million ticket five months before his win.
The rapist’s victim told the Mirror police should “definitely” reinvestigate to see if any crime was committed.
She said: “Camelot have been fined yet his part in what happened has been ignored.
“It just feels like this is being brushed under the carpet, it’s not good enough.
“I hope police take this seriously now. Everybody wants the fraud to be investigated - that’s the feeling of pretty much the whole country.”
Putman carried out the horrific attack on the woman in 1991 when he was in his 20s.
Despite suffering serious injuries her unborn child survived.
Putman was sentenced to seven years in prison and now lives in upmarket Kings Langley, Herts., in a £600,000 home.
His victim, who has started a new life, said: “I’ve got a pretty good life now, what happened is just a dark corner of my past.”
Yesterday the Sunday Mirror revealed how Putman allegedly waved a fake winning ticket in front of neighbours.
And on Friday we told how gambling chiefs were accused of covering up a report into the affair had a vast amount of detail blanked out.
Carpenter Stephen said the rapist later claimed the pink ticket was a hoax and that he made his fortune from property.
But we know Putman claimed a jackpot in September 2009 and was paid out by Camelot.
The lottery operator has been fined £3 million over the blunder by the Gambling Commission.
And questions remain about Putman’s close friendship with Giles Knibbs, 38, who worked in Camelot’s fraud unit but later committed suicide.
Putman was arrested on suspicion of fraud by false representation on October 23, 2015.
Police say that “following a thorough investigation” he was released with no charges on February 12 last year.
In December, Hertfordshire police revealed the case could be reopened if fresh evidence surfaced.
The force was unavailable for further comment today.
Stephen has not yet been interviewed by police.
